South Dakota lawmakers discuss phishing

PIERRE, S.D. - State Appropriators heard a different kind of ‘fishing’ report this morning in Pierre. 

Phishing, with a P-H, is a cyber security term, and you’ve likely run across it.  A fraudulent email claiming to be from a reputable company ask you to reveal personal information, such as passwords or  credit card numbers in order to gain control of financial accounts and valuable personal information.  That information can then be sold on the ‘dark web,’ sometimes for big money.

Members of the State Legislature Joint Appropriations Committee heard from Bureau of Finance and Management Commissioner Liza Clark who described phishing as, “one of the most costly security issues” South Dakota faces.

The State has taken steps to reduce the risk of so called ‘phishing expeditions’ to include training employees, altering supervisors, and even taking out a cyber security insurance policy.

Clark told lawmakers those efforts are working as shown in the state’s Triple A credit rating, the highest bond rating given.

But she says there’s more to be done, and it’s a big job across many different agencies and departments of state government.

Clark says further cyber security work, internal controls, and developing an ‘extraordinary litigation fund’ are all part of the work underway in her Bureau.
