Norman Lee Klingbile was born February 19, 1928, in Rapid City, South Dakota, the son of Walter and Doris (Brownson) Klingbile. He grew up in the Quinn area and received his education, graduating from Quinn High School in 1946. Norman had a high school sweetheart by the name of Betty Jane Petersen, and they were married June 29, 1947 in Quinn.

They began their married life on the farm east of Quinn, before moving into Quinn in 1948 and started their family of two boys and two girls. They lived in Rapid City for a short time before moving to Wall. Norm was a deputy sheriff for 26 years. He was loved and respected by many. He later did maintenance for Prairie Village and worked for the Wall Drug Store. When he retired, he and Betty started going to Arizona to spend the winters, and made many friends there.
