Rapid City Council member faces code of conduct inquiry

RAPID CITY, S.D. – A Rapid City councilwoman is facing a “code of conduct” inquiry after a meeting in which she says threatening comments were made towards her.

Councilwoman Lisa Modrick says those threatening words came during a December meeting between herself and Rapid City Regional Airport board president Darren Haar. Modrick, who also works at West Jet, an airport tenant, claims Haar made threatening comments toward her and her family, including he “knew where she lived” and saying he had “a plan” and that if he uses the plan “everyone will be sorry.”

That meeting was recorded by Haar, without Modrick’s knowledge.

Modrick brought her concerns to Rapid City Mayor Steve Allender as well as her employer West Jet.

But an investigation by the city determined a different story in the meeting, and in a letter from Allender, indicated that Modrick’s complaint against Haar did not “resemble the content, tone or context of the meeting,” and that Modrick’s allegation is “an out-right fabrication.”

Allender has also questioned Westjet’s intent in hiring Modrick, knowing she is a member of the City Council and the ongoing tension between Westjet and the airport.

In an email on Feb. 7, Modrick was informed that a formal code of conduct complaint has been filed and will be taken up after the Feb. 18 city council meeting.
