Authorities identify victims of Saturday double homicide

RAPID CITY, S.D. – The two victims in a August 20 double homicide have been identified. 29-year-old Joseph Standing Bear of Norris and 37-year-old Petan Milk of Rapid City were found dead in the 100 block of Surfwood Drive.

Their identities follow Tuesday night’s arrest of 17-year-old Robert Yellow Bird and Benita Cisneros. Both were apprehended by Rosebud police at an apartment near Mission. Cisneros was identified as the driver of the Ford Taurus X authorities had been searching for previously.

Law enforcement is still looking for the two remaining suspects, Chase Quick Bear and Rochelle Janis. Both are believed to be armed and should not be approached if seen.

Anyone with information on their whereabouts is urged to call police immediately at (605) 394-4131. Anonymous tips can be submitted via text by messaging the letters ‘RCPD’ followed by their information to the number 847411.
