RAPID CITY, S.D. – A Rapid City man has been sentenced to prison after pleading guilty to first-degree manslaughter.
Philip Andrew Chips was sentenced Monday to 25 years in prison for the death of Michael Moses.
Chips was initially charged with first-degree murder in the stabbing death of Moses at a Rapid City intersection in September of 2023.
The case was investigated by the Rapid City Police Department and the Pennington County Sheriff’s Office.
