SIOUX FALLS, SD – For the second time this month, a Sioux Falls police officer has been arrested on child pornography charges.
Matthew Alan Joc was booked Wednesday on five counts of possession, distribution,
or manufacturing of child pornography, court records show. The charges are out of Lincoln County.
Jock was part of the February 2020 class of police recruits, according to the Sioux Falls Police Department annual report. He is no longer employed by the Sioux Falls Police Department.
Earlier, on Feb. 8, Sioux Falls police arrested officer Luke John Schauer, 28, who was charged with attempted production of child pornography and transfer of obscene materials to minors, according to court documents.
The documents charge that between the dates of Jan. 18 and Feb. 4, 2022, Schauer attempted to persuade an undercover officer posing as a 12-year-old girl to engage in the production of child pornography. Schauer also used a cell phone to transfer and attempt to transfer obscene materials to an individual under the age of 16-years-old.
In 2019, Schauer was presented with a ‘Lifesaving Award’ according to the Sioux Falls Police Department 2019 Annual Report.
Jock’s charges stem from an investigation from the South Dakota Division of Criminal Investigation after they received a tip on Jan. 14 from the National Center for Missing and Exploited Children.
Jock’s account had sent several videos depicting child porn to another account on Dec. 1. At least five media files containing child porn were sent to other Kik Messenger accounts, according to court documents.
During an interview with DCI, Jock admitted to owning the Kik Messenger account and sending content to another account. He described one of the videos of a juvenile female that was approximately 8-10 years of age performing oral sex on an adult male, according to court documents.
Jock’s charge is a Class 4 felony that is punishable by up to 10 years in prison and a fine of $20,000.
The Sioux Falls Fraternal Order of Police issued a statement Thursday on the arrests of the two former SFPD officers charged with child pornography.

The Labor Council would like to address the recent arrests of Luke Schauer and Matthew Jock.
The offenses alleged to have been committed by these two individuals are an unforgivable betrayal to the oath we all took. These actions do not reflect the culture of the many dedicated sergeants and officers in our membership. The Labor Council and its members are grateful for the professional and expedient work done by investigators in these matters. We take pride in knowing that law enforcement continues to perform as it should by holding such offenders accountable, wherever they may be.
