Sturgis Council begins Title 7 discussions

STURGIS, S.D. – The Sturgis City Council on Monday night began Title 7 discussions as they look toward possibly hiring a city administrator down the road.

Sturgis Council President Kevin Forrester says Title 7 needs to solidify some of the items that are identified in South Dakota codified law such as the Mayor being the chief executive officer and the council the legislative part.

He says financial accountability is needed to go forward and gave an example of the Meade 46-1 school board, which gets a monthly snapshot of finances from the business office.

Forrester says legal representation of the mayor and council is another factor to consider.

Sturgis Director of Communications Deb Holland says they are looking at other communities who have city administrators.

Holland says council members stressed that the Mayor, council, city attorneys and even the public need to be involved in the formation of ordinances related to the city administrator.

Also at Monday night’s meeting, the council announced they would begin accepting applications from Ward 3 citizens interested in filling the term of Preston Williams, who resigned earlier this month.

Holland says they will accept applications until July 1, and the council will then appoint a new member at its July 15th meeting. The council anticipates holding public interviews of candidates at its July 1 meeting.
