Washington State man arrested and charged with making terrorist threat

BELLE FOURCHE, S.D. – Butte County authorities say a man reportedly on his way to the Sturgis Motorcycle Rally with guns and possible explosives was arrested and charged with making a terrorist threat.

Court documents show 42-year-old John Charles Matthew Mann of University Place, Washington, was arrested Saturday, August 5 following a traffic stop in Butte County.

Documents show when Mann was pulled over, law enforcement found two A.R. 15 rifles, body armor, three handguns, bomb-making material, and a device that police say appeared to be some sort of pipe bomb. Law enforcement also found a several-hundred page manifesto that included descriptions of murder, mass killings and suicidal ideation.

Mann is charged with one count of terrorist threats, a Class 5 Felony, and one count of use of a hoax substance or device to cause fear, a Class 6 Felony.

Mann made an initial court appearance this week and bond was changed from $75,000 to $250,000 following a request from the state.

His arraignment has been set for September 6th.
