RAPID CITY, S.D. – A Pennington County Commissioner is sounding off on a mailer from Texas that says he is working to ban citizen self-defense.
Lloyd LaCroix, Chairman of the Pennington County Commission, says the mailer is full of false and misleading information and appears to be based on a February discussion in which commissioners discussed safety at the Central State’s Fair. In August 2022, during the event, gunfire erupted next to the fairgrounds.
The flyer in question claims LaCroix is working to ban citizen self-defense on county grounds. After following the QR code on the postcard, people are led to a donation page for the American Action Fund. That site has no additional information, just the donation page.
LaCroix says the county has been talking with the Central State’s Fair Board about how to enhance safety following incidents involving guns in recent years.

He says unequivocally, there is no proposed gun ban for Pennington County or the Pennington County Fairgrounds.
The mailer is from a Texas-based organization calling itself the American Action Fund. The mailer also targeted two other Pennington County Commissioners.
It’s speculated this most recent mailer is an attempt to create more controversy around the issue while enticing people to make a donation.
LaCroix says this false advertisement is not only slander but is also harming the residents of Pennington County by scamming them for money.
