STURGIS, S.D. – The Sturgis Council spent another 90 minutes going through second reading of their newly revised Title 7 Ordinance a blueprint for moving the city forward under a new form of government.
The council found a number of spelling and grammatical errors and some amendments which will need to be fixed before the ordinance is published in the legal newspaper and becomes law. There was also discussion on particulars of the ordinance, including usage of the words “must” and “may” in various usages within the document.
The ordinance has several items council members wanted, including monthly budget reports and more council input on personnel and other matters.
Second reading did reflect changes made by council at first reading last week.
After many hours of working on the ordinance, Sturgis Mayor Angela Wilkerson with the motion by Council President Kevin Forrester.
In a related matter, the council approved adoption of a job description for the position of City Administrator, should the city decide to hire one.
Councilors decided to add periodic reviews of department heads and the city administrator to policy before passing the measure. Reviews would be conducted by the mayor.
Francie Ruebel-Alberts approached the council and says that was a citizen concern with the city manager.
City Human Resources Administrator Lisa Katzenstein told the council she will not advertise the position until the city’s Title 7 ordinance becomes law.
